I couldn't find the standalone Outlook 2007 EULA, but this is the one for Office Standard 2007, which should be similar: http://download.microsoft.com/docume...ded2e4396.pdf:

a. Licensed Device. You may install and use one copy of the software on the licensed device.
b. Portable Device. You may install another copy on a portable device for use by the single primary user of the licensed device.

In other words, you can install it on one machine, and then on a second portable machine for your own use, not for someone else's use. There is no equivalent to the "3 machines" license that Office Home and Student offers.

No file conversion is necessary. Outlook data works the same in 2003 and 2007.
