If some e-mails make it OK, there is probably nothing wrong on your end.
The messages are mostly being filtered as spam on the recipient's end
(their mail service or the PC).
If you have some other way to contact these people, make sure that you
have the correct e-mail address for them. You might be using an
obsolete one that they no longer read, or have a typo in it and it's
going to someone else.
The one person that you get returned mail on is definitely filtering on
their end.

If you've set to ask for Read Receipts, try turning that off. It might
be that the recipients are filtering on that and considering it spam.
