Default I cannot open my outlook

Go to 'Control Panel|Mail|Data Files', is there a file in the list? If
there isn't, you need to add one.

I uninstalled the program yestersday and reinstalled it and to no avail.

anyone knows what is going on and how to fix this PLEASE HELP!
