Well the only other mail rule I have deletes messages from the server if
the subject line is blank. (And that seems to be working.) It was in first
place but I've moved it to second to see if that makes a difference.

My bad. E-mails with attachments won't delete from server. The only option
is to change it from Delete it from server to Delete it & Stop processing
more messages to send it to Deleted Items.
