You're welcome and glad you got it fixed.
An identity can become damaged for many reasons. The Main identity is most
prone due to some extra registry entries. As soon as I set up a computer I
create a new identity right off the bat.
Norton could very well be the cause. It has a history of screwing up OE in
many ways. If I were you, I would get rid of it and don't replace it with
McAfee. That's a close second in incompatibility with OE.
I suggest AVG Free:

When prompted, choose Custom Installation and *uncheck* e-mail scanning when
you see the option.
Norton, and McAfee, products are not Outlook Express friendly, and I don't
know of any OE-MVP that would recommend using them.

anything to do with ScanDBX? ScanDBX claims it is Norton AntiVirus's

You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test
it.
If all is well, you can import your messages and Address Book from the
old
identity and delete it.
