Outlook 2003 and earlier versons don't support iCalendar subscriptions, nor exporting to a bulk iCal file, only importing.

Couldnt you do it the other way? Get the mac user to create a calendar in
iCal and publish it either on .Mac or a server. You should then be able to
subscribe to it and share the info.
