I am having the same problem but have exchange 2003. Outlook 2003 works fine
and the user and server validate Ok. Any suggestions?

'Control Panel|Mail|E-mail Accounts', double click the Exchange Server
account; is the server name correct and does your user name underline if you
re-enter it and click the "Check Name" button?

I installed Office 2007 with option to retain Office 2003.
I learned after the fact, that Outlook 2003 is replaced by Outlook 2007.
I would have be happy with this change provided Outlook 2007 worked.
I get the following error message when I try to connect to the exchange
server for the first time:
"Cannot start Microsoft Office Outlook. Cannot open the Outlook window.
The
set of folders cannot be opened. The attempt to log on to Microsoft
Echange
has failed."

I have unsuccessfully tried to :
(a) Starting Outlook 2007 in safe mode.
(b) Create a new profile.

Thanks for your reply.
