Default fax recipients not showing up

Sadly, not odd at all. Just another of Outlook's manifest deficiencies.
Inexplicably, Outlook is unable to migrate its data without disrupting its
autoresolution connections. There is no excuse for this. I have complained
about this for centuries. Please do the same through whatever support
connections you might have. Microsoft is not getting the message.

I installed a new server, and copied the contact entries from the old
server to this new one.
I didn't have this issue in 5.5.

We've always had plain fax numbers in the fax field and it worked. If I
edit the fax number, then save and close it shows up.

What do you mean you "moved to 2003 exchange" and how did you migrate?
A fax recipient will only appear in the address book if their fax address
is valid, resolved, and resides in the same folder you are showing in the
address book view.
