Perhaps I did not explain my situation correctly or provide enough detail.
I have various 'jobs' that are specific to certain states:
State1 Job1
Job2
Job3
State2 Job2
Job3
Job4
Job5
So when the users selects his 'State', the send drop-down only shows the
'Jobs' that are relevant.
The drop-down menus are on a Mail form.

Yes, it is. But I don't think that your example is a particularly relevant
example for what you can do in Outlook. How about the following, loading
all the company names in your contacts folder in Dodo 1, and when you select
a company name, load Dodo 2 with the names of all the people you have for
that company in the contacts folder. I have done that before. See the

the custom form allows the selection of a specific contact from all the
items for a company in the contact folder. also attached is a text file that
describes how it might be set up in a folder, and then presents a brief
functional description of the various subroutines.
