Default Recovering deleted files

The deleted file is in my mail box, but it will not open.

What mail box? What file? Do you mean you found the dbx file but /that/
won't open? It's not meant to.

You can try this freeware tool. I have never used it myself, and there is no
guarantee with any recovery tool.

Check your Recycle Bin for a Deleted Items.bak file. Maybe you'll get
lucky.
