I think it was the "Reply to messages in the format that they were sent"
option that was fouling me up. And BTW, under OE6 it is listed as "Rich
Text Editor (HTML)" but then I'm just being picky :-)

Under Mail Sending Format, check HTML.

Also uncheck "Reply to messages in the format that they were sent"

Click OK.
