Are users booking the room as a resource, not as an optional or required attendee? You set up the room to reject conflicting meetings?

Our company is in the process of moving from Notes to Exchange. I have run
into a bit of an issue with resource bookings... I have set up the email type
booking system, with each resource set up with an email account. I have
checked and double checked all my settings etc but am still encountering an
issue where if a room is booked there is no stopping someone else from
booking at the same time. There is no warning message ' this room is booked'
no email saying ' no you cannot book, its taken' nothing.
