Default share contacts with exchange

"acctually use and browse the contacts in their contactlist" are functions available for any contacts folder. You can browse the contents of the folder by selecting it from the Folder List or Contacts navigation pane, depending on how you opened the folder in Outlook. If that's not what you mean, then please be specific about what feature(s) you are looking for.

i thought this would be so with the "public contacts" though when i create a
contact in there i can view it but cannot send any email to it
