I'm still having this issue. I've done what you suggested, change the TZ
to another time zone, then put it back to the correct time zone, then I
rebooted it. Outlook is still adding 1 hour to any received emails.
I'm not the only that are having this issue.
In Outlook Calendar Time zone settings - Tools - Options - Calendar
Options - Time zone - Adjust for Daylight Saving Time is checked and
Current time is 1 hour AHEAD of the OS time!.
If I uncheck the "Adjust for DST" it will reflect the OS time by changing
it to 1 hour back.
Please advise, this is driving me crazy. Doesn't Microsoft have any update
on this?
Where could I send this issue to Microsoft for a patch ?

I suspect Outlook is doing something stupid with the headers. Thunderbird
will just use the Date: header to display the date, but MS has a
propensity to do thing like try and guess a "better" way to do things. I
don't know if that's what's happening here or not, but the evidence points
in that direction.
