The main thing you're probably missing is that unsorted task views, like SImple List and Active Tasks, allow you to drag items up and down to rearrange them. So does the new To Do Bar.

can't believe that every previous personal information organizer I've ever
used is superior to Outlook in this regard!

I'm guessing the answer, if there is one, is going to somehow involve OneNote.
