Outlook Express recieves mail but wont send

outlook express use to work but now it wont send mail , it receives mail
but
when I try to send I get this error message.
The connection to the server has failed. Account: 'mail.adelphia.net',
Server: 'mail.adelphia.net', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E
can any one tell me how to fix this , none of my account settings have
changed and I dont have a disk to re-install te program. Outlook Express
works fine on my other computer
