Default Outlook 2003 Junk Email filter not working

Sorry for the delay....
I checked and the profile HAD this turned ON. I turned it off and brought
down Outlook and brought it back up. No change. So, I rebooted. No change.
Now what?

has been suggested, including

has worked.
I'm open to ANY suggestions or ideas as this has me baffled!
