OK, I figured out the problem. At the bottom right of Outlook, it said
"Offline". This means that it will only connect for a brief moment to
send and receive email. I right clicked on "Offline" and unchecked
"Work Offline" which gave me access to the "Share My Calendar" link. I
set both the Default and Anonymous users to have "reviewer" permission
levels and everything worked out fine.
