Here's what I had to do to fix it. After adding that registry setting
suggested I did a search of the entire registry for that deleted e-mail
account and found another setting under HKEY_USERS and had to add the
setting for MessageExpiryDays to it also. For some reason the keys if I
deleted them came right back which leads me to think it is stored in a file
other than the registry which updates the registry. Outlook after deleting
a set of e-mail account settings doesn't clean up after itself very well.

It's for an account that I removed over two months ago I tried deleting
the entire key and searching the registry for all other keys associated
with that e-mail account and deleting them all after every boot they come
back. I tried adding that key and setting the other from one to zero and
that worked for a day, but the next day it is set back to one. It's not a
big problem just an annoyance, because the account in question was deleted
as the result of a divorce.
