"I am sure" you'd be wrong about that. In today's world, Microsoft sets priorities for fixing problems based largely on what real world customers report. The more people report a problem, the more apparent it is that there is an issue that needs attention.
Filing a problem report through your vendor should not involve a fee, as long as it's a new machine. Whether Dell sends the report along to Microsoft is something none of us can control, of course.
