Default Outlook resource Author privileges not working as expected

Exchange 2000
Outlook 2000, 2003
Window XP SP2

I set up some resources for conference rooms. Let's say the there is
a group for all domain users called Everybody. I set the resource
permissions for Everybody to Author.

Author says I can create and read my own. However, when I go to
schedule a meeting, not only can I see the free/busy but I can click
on meetings that I did not set up and see all the info. This is bad.
Executives to don't want Joe grunt to be able to double click their
meetings and see the agenda.

If I go back to my resource and take of the option to read but leave
the option to create, I get the following error.

'You do not have sufficient permission to perform this operation on
this object. See the folder contact or you system administrator.
Unable to directly book a resource for this meeting.'

Now what's even scarier is that it added two copies of the meeting on
the calendar of the resource, but no one can see it.

I hope you can see what I am trying to achieve and can help me.
