The analogous suggestion that I am suggesting to you apparently results
in a window opening and closing. It looks like some kind of administrative
lockdown? Is this your machine? If not, see your administrator. If it is
you may be looking at the effects of malware--doing its own lockdown. ; }
Also, Bruce's question about your version of IE is relevant.
If it is really IE6 (and not IE7) another possible solution
would be a repair. The most complete repair is the set of regsvr32
commands included in this cmd file, courtesy MVP Kai Schaetzl

I think that the most significant one for your case will be
regsvr32 /i shdocvw.dll
Note to IE7 lurkers: do NOT try to use these last two tips.
