If a copy of the message shows up in Sent Items folder, the problem lies
somewhere outside of OE. (You're using a different mail server on the
webmail page.)
As Bruce suggested, disable email scanning by your anti-virus application.
It provides no additional protection, it may be causing the problem, and
even Symantec says it's not necessary:

Note that a lot of people have been having trouble with Comcast lately,

they refuse to admit the problem is on their end. Have you gone over your
server settings with their tech support?
If a message shows in Sent Items, that means that it was accepted by your
ISP and the problem lies somewhere from that point on. Since the message
you sent yourself is viewable on their WebMail site, then OE did it's job
in sending, and Comcast did not do it's job in forwarding.
