Are you running both the Norton firewall and Windows firewall? Disable one.
Make sure Outlook.exe is added to allow outgoing access.
Also, have you updated Norton recently? Check their website for any possible
issues.
Are you trying to connect to a server other than your ISP's? The
smtp mail server must and has to be your ISP's outgoing mail
server's name.
Can you telnet to port 25 of the server? If not, the problem is not with
Outlook. Have you verified the server name is correct?
How often are you polling for mail? If it's more often than 10 minutes, you
may be timing out your requests to your server.
