Default Return receipt of emails

I have disabled the Norton anti-spam and waiting to see the response. Traffic
is low due to Easter Holidays. How do I do diagnostic logging?

In my opinion, Symantec products have never played well with Outlook. You
could certainly test by disabling Norton AntiSpam. You could also enable
diagnostic logging to see what's happening during send/receive.
