No. You could password-protect the form, but it's not difficult to get the password.
Note also that, beginning with Outlook 2003 SP2, if the form has custom fields defined it in, users must save the file to their local drive and open that file from the Tools | Forms | Choose Form command. THey will not be able to open it from your hyperlink.
