I delete it and recrate it and it works, but it keeps popping back into the
code eventually.

That "'" is an XML escape character for an apostrophe.
See if deleting and re-creating the view helps.

Other people on our exchange see this:

Somehow, ' is finding it's way into the filter and it's corrupting
the view for other people but not me? Any ideas?
