How do you know the port is closed?
Maybe xxxx does not use ports 25 and 110.


That is the assumed reason for the OE error, it does mention port 110
or port 25 on trying to send. The system or OE assumes the ports are
unavailable.
Otherwise I can assume more obscure reasons that can only be resolved by
uninstalling Norton Internet Security.
Nothing switched off makes a difference.
