Can't Open Program

have since reloaded Internet Explorer 7.0 and removed and reloaded Outlook
Express from my system. I still get the same error message.
Does anyone know how to fix this problem or why it came about to begin
with?
I am not the only user of this PC so I have limited details on what the
user
was doing before the error occurred.
