Kinda sorta...

The public folders can be made visible to the internet via anonymous access.
However, if you wish to use the public folders, and you have an
exchange server, why do you not have an account?

With an account you still need to be given security permissions to have
public folder access.

Can you explain in a bit more detail what your ultimate goal is?
