You don't. Steve said:

TIFs are not located in OE, but affect it. Defragging should be a normal
task just as compacting is.

Steve, how does one run a Defrag on OE only?

You want to get rid of your messages also. First find the location of
the message store via Tools | Accounts | Mail | Properties | Advanced |
Store Folder. You will want to get rid of the dbx files (back them up
first if you want) see www.oehelp.com/OETips.aspx#4
Before you do that though, go to File | Identities and set up a new
Identity and then exit the wizard without setting up a mail account or
use a dummy account. Then go to File | Identities | Manage Identities
and delete the old Main Identity (or whatever it was named).
Then get rid of the dbx files and that should get rid of it all.
Also clear your Temporary Internet Files in IE and run a defrag on it to
wipe out stuff.

I did that but even after I close OE and restart the PC - if I open OE it
goes out and checks my e-mail.
