Can you try the following please and let us know whether it works or
not:
1- Reregister MSIEXEC.
2- Uninstall Microsoft Office 2007 Enterprise.
3- Take ownership and delete the HKCR\.pip registry key.
4- Install Office 2007 Enterprise again.
If it is a 64-bit version of the OS, the path will be a little different
- HKCR\WOW6432Node\.pip.

I have office enterprise 2007 on Windows Vista ulitmate. When ever I try to
open outlook 2007 it goes through a "configuring microsoft enterprise 2007"
process. Sometimes it will ask for a reboot, and if I select no, it will
configure again, if I say yes, it will say that set up did not complete and
it will tell me that there are processes still running do I want them to stop
now.
I have uninstalled and reinstalled several times. I end up going in circles,
repeating the same steps over and over.
Thanks
