i'm having the same problem, but with outlook 2003 clients without cache
mode.
i don't even know what the OAB is for so probably isn't being used at all.
how can i push an update of the gal?

Are the clients in cache mode? If they are using the offline address
book, they may simply need to download the latest updated version.
