The gal ( The Global Address List ) that Outlook Cached Mode clients
downloads is updated every morning at 5am unless you change the schedule to
some other time better suited for your org. All new users will get added to
it when the RUS stamps the objects and then when it is rebuilt the objects
are put in the oab files which are posted to the public folder store for
your clients to download.

Are the clients in cache mode? If they are using the offline address
book, they may simply need to download the latest updated version.
