Sure sounds like a problem with Norton to me. Some times just turning off
e-mail scanning is no enough and the program must be installed in custom
mode and e-mail scanning refused when you get that option.
Never the less, Norton has been screwing up OE for years, and yes, you can
use it for a long time before a problem turns up. See this first:

If nothing there helps, I would get rid of Norton completely. I wouldn't
own, or work on a machine that used it. This machine came with a free trial
of Norton, and I removed it before I even set up an e-mail account.

I would suggest either Avast, (freeware), or NOD32, (not free).
In the case of Avast, choose Custom Installation and under Resident
Protection, uncheck: Internet Mail and Outlook/Exchange.
Norton, and McAfee, products are not Outlook Express friendly, and I don't
know of any OE-MVP that would recommend using them.
