Default OnStartupComplete()

Hi,
I have a strange problem:
I created a com add-in for outlook 2003 in vs.net 2003 c#.
I installed this setup in 3 different computer, (toolbar add-in).
But in one of them I can't see me new add-in toolbar in the outlook.
I can see the eslse add-ins (like button add-in), but not this add-in
(toolbar).
In outlook:
tools--options--other--advance option -- I can see me com add-in toolbar!
but not in the pane..even not in right click for add/move toolbar name..

In one computer I can see the toolbar add-in and I can see the
MessageBox.Show("OnStartupComplete()"); and MessageBox.Show("else");In the
problem else computer I can see only :MessageBox.Show("else");So ho is
calling to OnStartupComplete() if it is not inside to de if statment??
