Just create the new DWORD in the WAB4 folder and set its Value Data to 1.
You do nothing with the WAB File Name.
You should enter and edit all data only in your Outlook Contacts Folder, not
Outlook Express.
This hack will not work with Outlook 2007 or on Vista.

Outlook 2002 permits you to do that only with a reg hack. Later versions
do not even permit that.

No version of Outlook has ever used the WAB, nor can the WAB be shared
with Outlook.
Outlook 2000 in IMO mode did allow Outlook to share its Contacts Folder
with the WAB, but never the converse.
To view your WAB contacts in Outlook, you must import them from Outlook
Express into Outlook.
