If you have already received the message that you want to send back it is too late to create the rule to do this. The rule had to be already in place when you received the email that you want to send back. There is no way around sending back an email once the email has been download from the server and is on your email client. You can send it back manually from you but it will not do the purpose of what you want to achieve.

Not really. Mail clients can't generate non-delivery messages. That's a
server-side function. If this is for a real person whose messages you want
rejected, you can send a reply with a rule. If it's for antispam, however,
it would be pointless because spammers don't use replyable addresses or, if
they do, they belong to some innocent person whose address they've hijacked
and who wouldn't understand the rejection anyway.
