Default can receive mail in one location and not another

Sorry, in my original post I should have written, "However, I can only
RECEIVE on this second account from a certain few locations" (I originally
wrote "send" instead of "receive").

Brian Tillman answered: "Either an authentication issue or a mismatch in the
sending address domain and the domain of the ISP." I would like to know more
details and any possible resolutions to this issue. Thanks in advance for any
assistance.
