Default Picture config

Our office has just started having this same problem. We are using Outlook
2003 on Windows XP Pro. This problem has just started in the last few weeks,
even though we have been using the same software for quite a while. I have
read other threads from 2005/2006 about the same problem, but no resolution
was ever posted. These machines do not have the setting checked to block
pictures from being automatically downloaded. The only change we have made
is to run "office updates" on our machines (which we don't typically do) in
order to run the "2007 compatibility tool" to allow opening attachments from
Office 2007.
Any help???
