The fix for this problem is often to go to Start | Run and type
regsr32 ole32.dll
and press Enter.

Why this is the fix works sometimes is a mystery. I suspect that the
problem is caused by some piece of spyware or adware or maybe the removal
of same, just like the removal of some spyware breaks the Winsock stack
and people have to use LSPFix (http://www.cexx.org/lspfix.htm) to fix it.
(For the latter WinXP SP2 users only have to run
netsh winsock reset
from a Cmd window.
