Default Upgrading Outlook to 2003

I installed Outlook 2000 over Outlook Express 2003. That did not work so I
uninstalled Outlook 2000 and installed Outlook 2003 over the still installed
Outlook Express 2003. Now I have Outlook 2003 up, Outlook Express looks like
it's gone, the settings came over correctly according to the ISP and all the
Outlook tests run OK. But I can not send nor receive messages.

At this point I am thinking I will write down the Outlook settings,
uninstall Office 2003 (and Outlook 2003), make sure Office 2003 is gone in
all forms and then do a clean install of Office 2003 (and Outlook 2003).

Does that sound reasonable? Any suggestions?

How do I get my old data (email, calendar, etc.) into Office 2003 from a
clean install?
