Default Outlook can't SEND mail

are you authenticating with the server?

outlook should have a send/receive error on a failure (tools,
send/receive... show progress dialog) - if there is none, find and delete
the *.srs file for the profile. It's in My Documents and Settings under one
of the hidden Microsoft\Outlook folders. If that fails, try detect and
repair.
