Office 2007 declined your meeting because it is recurring.
So you aren't trying to make a recurring meeting? Are you using a dell
laptop? If so, see

I have a resource on Exchange 2003 SP2 and I am on Vista Business x32 and
Outlook 2007 and Created the resource and set it up to have Resource
Scheduling under Calendar Options, for Automatic accept meeting requests
and
process cancellations. I also have Automatic decline conflicting meetng
request. I tried it witout the conflict and it didn't matter. Not sure
if I
need to wait 30 minutes for it to get throught the system.
I am on an HP dc5750 small form factor system.
I looked at KB: support.microsoft.com/kb/817420 but that didn't help me as
I
am on an advanced version.
I am looking for ONE meeting, at ... x hour, only once.
I am putting myself as the required and the conference room as the
resource,
I also tried to have it required too.
