it comes in as plain text, if I change it to HTML, still cannot reply in
blue; if I go to Word as editor, still cannot..

Outlook 2003. When I go to reply to emails, the text is black. I want it
to be blue. It's usually blue automatically, but nothing I do seems to
get it that way. I've tried various options from the tools menu but
