Default reply text color problem

just messing around I discovered that any email that came in as HTML I can
reply in blue, but any email that comes in as plain text I cannot, nor can I
if I change that plain text email to HTML. Is there a way to get all
incoming email to be HTML even if they didn't send it that way? Thanks. Ken

Outlook 2003. When I go to reply to emails, the text is black. I want it
to be blue. It's usually blue automatically, but nothing I do seems to
