Well, that's assuming the mail host is running Exchange, isn't it? Not an
assumption I'd make on the original post. That said, I'd say it's done
just
by saying 'This email address sent a message, add one to the counter' and
then, at midnight, the counters are all reset.
And *that said* if the reason you're trying to figure out how it works is
to
game the system so you don't have to worry about such limits, I'd say
'Start
hosting your own mail.'
