Norton AV must be removed. There is nothing to uncheck. Norton has a long
history of screwing up OE.
To remove Norton completely:
Commonly used Symantec tools:

Using the Norton Removal Tool:

Removing NAV 2003 and earlier using Rnav2003.exe.

Symantec NIS, NAV and NSW 2004, 2005, 2006 removal

Symantec NIS, Norton Antispam, and NPF 2004, 2005, 2006 removal

And if necessary:

I would suggest either Avast, (freeware), or NOD32, (not free).
In the case of Avast, choose Custom Installation and under Resident
Protection, uncheck: Internet Mail and Outlook/Exchange.
Norton, and McAfee, products are not Outlook Express friendly, and I don't
know of any OE-MVP that would recommend using them.
Avast:

NOD32:

The only program I have running is Norton AV is there somewhere in there
that
I have to mark not to uncheck the box to leave on server? I never know
when
this is going to happen and my boss travels alot and needs to be able to
access his emails via the server.

Settings that become unchecked may be caused by one or more of the
following
programs. There are probably others that will do it as well.
Ad-aware's Ad-Watch
IBM Access Connections
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot Tools IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.
In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.
Boot into Safe Mode with Networking and try the change.

I use outlook express 6 and occassionally the box gets unchecked to
leave
on
server. I have it set to keep on server for 10 days and then delete.
I
cannot figure out why this happens. Any suggestions would be
appreciated.
