I have struck this problem on an ACER PC running Vista Home Premium and
Office 2007. Have disabled Outlook Add Ins and removd Nortons. Repaired and
reinstalled Office and the problem is still there.
What next?

It most likely is being caused by an addin that is putting an
outlook.exe.manifest file in the outlook.exe installation folder. That will
cause that error. In fact, now that the release version of Outlook puts a
file with that name there if your addin is overwriting that file it would
cause Outlook to want to re-run the installer. Check to see which addins you
are running and disable them all to see if the problem goes away. If it does
re-enable them one at a time until you find the culprit.
Most addins should have been updated by now, mine were updated to stop doing
that back in beta 1 days when the problem first surfaced.
