We have employees that will book resources and meetings for others, let's say
their boss or test labs, but they are not attending. So in their calendar,
because they set up the meeting, their time is shown as busy.

Without having to do this from the resource itself or book from another
email address, is there a way to change the organizer's time to be free, but
still have the meeting attendees and resources as busy?

We are using Outlook 2003 and Exchange 2007.
